Take a look in 

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\ControlPanel\NameSpace

you likely have an orphaned entry there which will either have a Class ID as its key with a blank Default value or will have the applet name as its key but a blank Name value.
